Re-import the same yaml configuration through URL would fail.

I imported a customized yaml configuration file, which has proxies, ruleSets and configGroups sections, through the URL method. After I made some tweaks and updates, I re-import the file but the app complains "file already exists". Even after I deleted all the proxies and rules it still wouldn't succeed.
