Faction decay & offline protection
Is your feature request related to a problem?
Faction decay would be a nice automated cleanup of inactive players factions.
Admin claims would allow admins to protect spawn and other places without having to worry about dying and losing the protection.
Only when offline would be nice for vanilla-style servers without having to subject their players to the risk of being griefed while they're offline.
Describe the solution you'd like.
"factionDecay": 14 Time in IRL days that an entire faction (all members) has to be inactive for their faction to disband. -1 to disable.
/factions admin claim A way to claim stuff without having to be in a faction nor having to worry about powerDeathPenalty.
"onlyWhenOffline": 50 Only protect the factions claims if this percentage of it's members are offline (rounded up). -1 or 0 to disable.
"onlyWhenOfflineCap": 10 If at least this many faction members are online, then overrule the above config setting and disable claim protection. -1 to disable.
"onlyWhenOfflineDelay": 12000 A delay in ticks for how long until claim protection activates. -1 or 0 to disable.
Describe alternatives you've considered.
Leukocyte can be used instead of implementing admin claims.
Setting "powerDeathPenalty" and "ticksForPowerReward" to a high value like 1000 can serve as an alternative to offline only protection, have one faction member be killed then be vulnerable to raiding and looting for 10 minutes.

Thanks for the issue I do certainly like the idea of faction decay. As for admin claims, I feel like this should be in a separate issue but I think I'll be working on that in the near future because it's a highly requested feature.
I'm going to keep this issue to just the decaying feature and label it as low priority for now.
Just a heads up, #19 will provide admin claims with the proposed Claim Constraints feature. I'll keep this issue solely for decay.
