TOC doesn't work properly

another issue - non ASCII symbols (for example Cyrillic) - doesn't follow to link

After I spend time to read issues, one of them mentioned that html tag is disabled due to security reason, and there is a solution. Here, I find an other way to make TOC works. Check bellow.
