Disable MR work with empty resources

When resources dir is empty, moko resources generates expect MR object without any actual declarations. It would be nice to fully disable moko-resources work when resources dir is empty. It's also would be helpful in multi-module projects which have moko-resources plugin enabled for each new module. Now, there is need to enable and configure plugin in each module manually
