Permission.BACKGROUND_LOCATION is not working

Seems like in the latest versions of Android ACCESS_BACKGROUND_LOCATION needs to be requested separately, as a second step after the user has granted ACCESS_FINE_LOCATION. As a result, when requesting for Permission.BACKGROUND_LOCATION DeniedAlwaysException is thrown, even for a newly installed app.

+1 to this. Even after the fine location is granted, if we ask for background location permission it immediately returns as it was denied. Have to send the user to settings.
