Noticeable performance degradation for scrollables in 0.13

What happened?

There is a noticeable performance degradation for the scrollable widget between 0.12 and 0.13. It only occurs when using tiny-skia. I'm attaching a video of the same application compiled (in release mode) with both versions. The bigger the window the more it shows.
