Feature: 给effects的参数里第二个参数rootState改成getState，防止异步更新state出错

effects的异步操作，拿不到最新的rootState，导致更新错误，建议改成getState，或者增加一个参数！！

！！

异步操作之后要拿最新的 rootState 要么新写一个 effects ；要么自己手动调 store.getState 就好了呀
