make #list layout more responsive

It's getting really cramped, especially on mobile, and private streams make it even worse (an extra button appears). For example, when the window is smaller than a certain width, the buttons could be collapsed into a kebab icon button. I'd still keep all three of them visible on larger screens. Also, the "close" button on the bottom is now barely visible, on my phone
