add some sort of abuseIPDB whitelist

Just happened to hear from a user with a dynamic IP and who happens to have the same address that was used by a botnet a couple of weeks ago (it's registered in abuseIPDB as bad with 70% confidence)... In these cases it would be nice to have some sort of mechanism to whitelist their ip. Could be added as a list in the PersistedState object i'm making right now in the "persistent-streams" branch, so it could be easily switched over mongodb when we eventually decide to remove the persistor.
