New target for recording HTTP download speeds.

Proposed:

  • addrs is list of http://address/path/to/file (or https) strings, e.g. https://code.jquery.com/jquery-3.1.1.min.js (aka. the URL with http/https scheme to the file)
  • value is download speed expressed as kilobits per second
