[major] Remove deprecated common_services roles

Description

This IBM Common Services namespace, and this role, have been deprecated for well over a year at this point. This update removed the role from the collection, and tidies up some lingering references to the role.

Also removes support for the similarly long deprecated/now unsupported IBM Certificate Manager (replaced by the Red Hat Certificate Manager).
