The roles which create buckets and access points on AWS can reach the aws s3control put-access-point-policy command before resources have had a chance to become eventually consistent, leading to errors like An error occurred (MalformedPolicy) when calling the PutAccessPointPolicy operation: Invalid principal in policy" (which always resolve on a second try)
