Support CAServiceInstance upgrade along with Cognos upgrade

Fix for the issue: https://jsw.ibm.com/browse/MASISMIG-53255

Basically we need to add a step in cognos upgrade that would also upgrade CAServiceInstances for the same target version as CAService CR.
