generalize the use of badges

currently badges are really designed to be used by action entities. It'd be nice to have an easy way to show badges for other kinds of entities such as project template.

The current solution is to do sidecar.setAttribute('data-base-class', 'entity-is-actions'); before ui.showCustom.
