On Windows, fsh can completely die and become unusuable

I've seen this before, but as I've been off for a few weeks it has been a while. While using fsh on Windows, sometimes the app will completely break. Here is an example:

As you can see, I was using fsh when all of a sudden it simply stopped working. A reinstall via npm fixes it.

Normally a reinstall fixes it. In this case, it broke real quickly again:

I ran Powershell as an Administrator and this time, fsh app list didn't kill the program.
