Editor: Wheelchair accessibility input returning to "optional" after snapshot and loading into editor

Observed behavior (please include a screenshot if possible)

When a wheelchair accessible route is specified by selecting "Yes" from the "Is route wheelchair accessible?" dropdown, the change is not preserved after taking a snapshot, creating a new version, and loading that version back into the editor.

Expected behavior

Instead, when the new version is loaded into the editor, the user would expect the wheelchair accessibility dropdown to read "Yes" already (as with the route status or public dropdowns).

Steps to reproduce the problem

See the attached GIF.

1. The dropdown is changed to make the route wheelchair accessible
2. A snapshot is taken and the result exported as a new version
3. The new version is loaded into the editor
4. Checking the wheelchair accessibility dropdown shows it is back in the "optional" status.
