Editor: Update Route Form "Status" and "Public?" Default Values

Observed behavior

Current default values for the "Status" and "Public?" fields in the route form are "In Progress" and "No", respectively. This results in the exclusion of any newly created routes in the exported GTFS, which generally violates users' expectations.

Expected behavior

Instead, the default values should be set to "Approved" and "Yes" such that a created route will be included in the exported GTFS by default. A user may still exclude a route by setting "Status?" to "In Progress" as before.
