Batch create stops in GTFS Editor

Currently there are some hacky ways to batch import a set of stops into the editor, but it would be useful to have a csv import tool to quickly import multiple stops at a time. Small agencies often already have a shapefile with stops for mapping purposes, so it would be nice to have a way to seamlessly import this data.
