Deploy feed button is confusing for users

The 'deploy feed' button is mistakenly being used by some users to update an existing deployment with a new feed version, where its intended purpose is to deploy a version to a test server. We should change this button's behavior to bring up a modal which asks the user whether they want to create a test deployment or add to an existing deployment (perhaps only if there is a pinned deployment).
