Automatically deploy auto-fetched feeds to OTP

Currently, Data Tools allows users to watch for updated feeds on a daily basis. It will fetch any feeds it finds and process them. However, there are use cases where it would be helpful to have an OTP deployment automatically updated with the newly fetched versions (assuming a successful feed load).
