Missing 5% rate for Slovakia from 2025-01-01

Hi, there is missing 5% reduced rate for Slovakia from 2025-01-01.

As mentioned in https://github.com/ibericode/vat-rates/pull/21#issue-2715870958 I didn't know where to add this reduced rate, but maybe @dannyvankooten or yourself have a good idea which property to use / introduce?
