For example when the dismissed or MailChimp for WP add-on cookie is set, show the next box instead. Show only 1 box per page load.

So when I set a box for 1 page and another box for the category and another box for everywhere I want only 1 box to show at a time and set priorities for the boxes.

The most likely priority is the most specific one first, but letting the user set it by themselves would be even nicer.
