How to apply patch to python wheel

I encountered an error when I tried to download dash with micropip:

Couldn't find a pure Python 3 wheel for: 'brotli'

I'm new to python and pyodode, and I checked the patch file as well as makefile, but I don't know how to apply the patch. Could you provide some advice, thanks!
