issue with Main Window Toggle shortcut on Two Pane layout

Describe the bug on the Fullscreen layout, users can switch between the Main and Last focused windows using the shortcut Option + Shift + M. this is not the case when using Two Pane layout. while switching to the main window works, focusing back to the last focused window does not.

EDIT: this is only happening when using two monitors and when on the secondary screen.

To Reproduce when user is using Two Pane layout and focused on secondary window on the second screen(monitor) then user toggles Focus Main window shortcut then focus should switch to Main Window then user toggles Focus Main window shortcut then focus should switch to Last Focused window (failing)
