Command needed to build the oracledb_exporter in Windows.

Hi I have followed the instructions to install on Windows64 bit but stuck at the below step. Can you please give me the full command for building -oracledbn_exporter? Next build ./... in oracledb-exporter dir, or install it. -- This is bit not clear

i have follewed the instrutions to do yet, but it show the panic: OCIEnvCreate error
