Describe the bug Under ther HarmonyOS Arkts project, time formating cannot be automatically filled with zeros .

Expected behavior

 // Expected 
 dayjs(1687226400000).format("HH:mm:ss") -> 10:00:00
 // Now
 dayjs(1687226400000).format("HH:mm:ss") -> 10:0:0

这个问题至今都没有解决吗？ 预览器正常的 但是真机和模拟器都不正常 你能说这个鸿蒙问题吗？ 对比 momentjs 就是没问题的
