We recently upgrade JupyterHub to v3.1 so I believe we can close this issue for now. Feel free to reopen this if the issue still persists.

This feature is currently available for JupyterLab profiles and I think it would be worth looking into for Dask-Worker profiles as well. Adding `help wanted` label.
