Scroll sync on viewport change

When setting sync_scroll_type: 'top' the scrolling does not update until you move the cursor. This is a problem whenever you move the viewport independently of the cursor.

sync_scroll_type: 'top' will try to sync the top location of preview page and edit buffer.
