Support google map layers in viewer

With Bing Maps deprecated, and recent addition of GoogleMaps support in iTwin.js 5.0, we'll eventually want to support enabling that within the base viewer.

maybe we should use OpenStreet map for background maps by default which is exposed as a background map via map-layers component
