Globe navigation issues when far from project location

To reproduce:

1. Open a BlankConnection located in the USA, e.g. Exton, PA (default location in DTA)
2. Use key-in view globe location tokyo
3. Observe clipping through the Earth/map imagery disappearing when you zoom in or rotate

• We assume this happens very far from the project location, but not exactly sure how far, if it has to be opposite on the globe, etc.
• Need to investigate exact conditions and why this happens
