Update view graphics after inserting a view attachment

Describe the bug When inserting a View Attachment element, the geometry associated with it does not appear unless the View State is changed/re-applied.

To Reproduce Steps to reproduce the behavior:

1. Open an iModel in an editing enabled app (such as DTA in edit mode)
2. View a 2d model in the viewport.
3. Create a view attachment on the viewed model.
4. Observe there is no visible change to the viewport.
5. Re-apply the same view used in step 2.
6. Observe the geometry of the new attached view.

Expected behavior In the above situation, the attached view's geometry should be immediately visible after inserted into the model.
