Debounce for multiple instances of a toast message in rapid succession.

Examples

Ideally, it would just be a setting for the toaster along the lines of "debounce repeat messages" that would allow identical toast messages to not open a new toast. To make it super-useful, it could also add a badge with the number of identical messages that were issued.
