perf: moveLayerToIndex()

J'ai l'impression que It seems like when we call this fonction using the same index as the one already used, itowns still does the full refresh? It might be good to check if the call is usefull or not.

I could not reproduce this bug on itown's master. The full refresh is probably due to the usage of GUITools for changing ColorLayers sequences with moveLayerToIndex()
