Issue description

Kicking Flying Hackers causes dropping inventory items. Including kick, ban, bancidbyname, ban-ip and so on.

Steps to reproduce the issue

Find some flying hackers, kick them, all of their items drop on the ground.

OS and versions

• Genisys: ccb7cb4
• PHP: 7.1
• Server OS: CentOS
• Game version: 0.15.x (dunno what version hackers use)

Crashdump, backtrace, memory dumps, plugins list or other files

It's only if they are in combat. Its not only with fly hackers. Its with people with ranks that can fly in survival
