Transform is not working.

I am not able to transform image neither horizontally nor vertically. When i slide the slider either left or right, image does not reflect any change. Kindly suggest me to resolve this issue or if you can then please resolve this issue of Transform option. Screen shot is given below: screenshot_20180706-133122
