Create new target FLYWOOF405S_AIO_PINIO

This new SKIP_RELEASES target replaces the WS2811 LED_STRIP functionality with PINIO to control the neon LED output or other output on PA9 via USER1 in Modes. Betaflight allows reassigning resources via CLI but this is the only way I know how to do it in Inav.
