New target: AtomRC F405

This is the non-NAVI version of the AtomRC F405. Tested against an AtomRC F405 Exceed DJI: https://manuals.plus/atomrc/f405-35a-aio-exceed-dji-mini-fc-manual

@robhaswell nice.Can you have a look at the https://github.com/iNavFlight/inav/blob/master/docs/policies/NEW_HARDWARE_POLICY.md and let me know if this is supposed to become an official target, or unofficial one?

I am trying to clear up the queue of unofficial targets. If this has been added as an unofficial target, you can close this PR. If not, you probably need to update your branch to latest master before it can potentially be merged as an unofficial target.
