Disable stick commands if in CLI

This disabled stick commands when in CLI. Ideally they should be disabled all the time when connected to configurator. This would need a deeper look at MSP to see if the device connected to can be identified. An issue has been discovered where the accelerometer can be trimmed via stick commands while in configurator. If this happens too much, it will cause a hang, and wipe all settings.

For testing, I added a SYSTEM_MESSAGE to the OSD to show when settings had been saved. This is pretty useful, so it may as well stay. Maybe this will reduce batteries being pulled out too early. More useful would have been a "Saving Settings" message. But where this is procedural, that would never be displayed.

there is another problem that also occurs... When we are armed and we enter the CLI, everything stops... I need to turn the FC off and on again... Can we put something to avoid entering the CLI with the system armed? I don't know, I think this only happens to me, why don't I pay attention to things?!?! 🤣🤣🤣
