Add FOXEERF722V3 target variant

This PR adds a variant of FC Foxeer F722, in this case version V3. This FC has the UART6 too... But to release the UART6, we need to remap the pins, so the S5 and S6 outputs will not work. What's better? One more UART or 2 motor/servo output pins? I prefer 2 more motor/servo output pins

The V4 version also exists on the market, we should probably add it in the future as well.

I just researched today, and saw that this version is not official from Foxeer, I didn't know that... so, by the rules, I don't think we should add support for an unofficial version.
