Enforce waypoint altitude tolerance fix

Nice! Will HITL test as soon as build check is finished. I hope Pawel accepts it for 5.1 as it changes the config (compatibility)
Could always just change the current fixed 1m tolerance to perhaps 5m for 5.1 and keep this change for 6.0. Won't affect config compatibility in that case ?
5m should be fine. if that still is not enough then the tune is messed up anyway. I have a feeling that this barely affects multirotor anyway as they should fly to the WP in a linear way? or is that still optional?
