Mamba F405 DJI mini - only 3 motors spin on INAV 7.1 and other versions

Current Behavior

<INAV 7.1 flashed to Mamba F405 DJI mini stack with Mamba F35 4 in 1 esc using Mamba F405US as target. On motor test motors 1, 2 and 3 all spin up ok. Motor 4 does not move. Same issue on INAV 6.1.1. Both Dshot 300 and 600 selected in config. All esc's appear ok in BL Heli configurator If I reflash Betaflight to the flight controller all 4 motors spin as expected when tested>

Both Dshot 300 and 600 selected in config should read Both Dshot 300 and 600 individually tested in config with same result
