Update the style of RatingControl to keep up with Windows 11
Describe the bug
The rating controls are not displaying properly compared to WinUI, with issues such as missing outlines and the unselected icon getting filled.

Actually these are different styles. The RatingControl in iUWM 0.10.0 is still using the Windows 10 style, and WinUI is using WIndows 11 style. I guess I'll make the changes then.
