WSAPoll reimplementation

WSAPoll has been available since windows vista, but has only started working properly since win10 v2004. Requesting reimplementation for those win10 apps that assume it doesn't kick the bucket in nonblocking mode.

Above snippet breaks at least one certain other program(qTox). My bad for closing.
