Set different delay per hop (Trac #1361)

it would be nice if one could specifiy different delay intervals for the different hops. Right now, only one globla interval is given and for each hop a random time out of this is chosen. I'd prefer setting the interval for each hop individually. Then my Bote chooses from the individual intervals the random delay time and instructs the hops with their respective delays.
