Create --led-panel-type for CHIPONE ICN2037BP

Hi,

I recently purchased another 64 X 128 P2 LED Panel. This one uses the ICN2037BP chip and I can't get it to display correctly. The output to the LED is blurry, no matter what the multiplexing is set to, or the address-type, etc.

A previous panel using the FM6124 works fine when the --led-row-addr-type=3 (ABC-addressed panels)

I was wondering if anyone could look at the attached datasheet and let me know if a new panel type could be written for the library, or whether I'm missing something.

The panel I purchased was from Eager LED and it's a P2 128 X 64 indoor GOB module 1/32 scan SMD1515
