Black bars when running examples in python on 32x32 with AdaFruit HAT

Hello, I am testing out the examples in the python bindings to see if my 32x32 matrix is properly connected to the Pi (v4 model B) with AdaFruit HAT.

I followed this guide to solder the HAT to the PI and my multimeter is showing that all contacts have been soldered to the pins. However, when running an example (pulsing-colors.py in the attached image), I get multiple rows of LEDs remaining dark while all others are activated.

What could the potential issue be here? I am running untouched code from this repo for the example,

have you checked with Adafruit or the panel seller on this? it does not seem like a software problem to my eyes...
