Description
When multiple persistent workspaces are defined, you can only scroll to the workspaces you have visited during the current session. By "scrolling" I mean workspace e+1.
Only scrolling is broken in this way - workspace <number> works fine.
How to reproduce
- If you have a non-native implementation of persistent workspaces (like in Waybar), disable it.
- Define multiple workspaces like this:

workspace = 4,persistent:true
workspace = 5,persistent:true
workspace = 6,persistent:true
- Ensure no windows autostart in these workspaces.
- Restart Hyprland session, this should automatically put you into workspace 1. Try scrolling using commands or keybinds. Confirm that it doesn't work.
- Switch to another persistent workspace.
- Switch back to workspace 1. Try scrolling. Confirm that scrolling only works for workspace 1 and the workspace you've just visited.
- Restart Hyprland session again. Confirm that scrolling doesn't work.
- Optionally use the following workaround to "initialize" workspaces at start (I should probably make a script instead of hardcoding these):
