v1.11.x Error response from daemon on first pull after reboot

I just migrated to a new SD card and get this issue with v1.11.1 and v1.11.2 with the first image pull after reboot:

Error response from daemon: Get https://registry-1.docker.io/v2/: dial tcp: lookup registry-1.docker.io on [::1]:53: read udp [::1]:60234->[::1]:53: read: connection refused

Doing the pull request again works just fine. Why is the first pull generating an error?
