We should support not only sharing individual annotations, but also collections of annotations-- from all my annotations on a page, to all the annotations on a page period. Also, this should work whether the recipient has H installed or not. This is related to https://github.com/hypothesis/h/issues/769

however, when i share this page with someone, they cannot dive into the document where i was annotating without having h.alpha installed.
