Sharing collections of annotations

We should support not only sharing individual annotations, but also collections of annotations-- from all my annotations on a page, to all the annotations on a page period. Also, this should work whether the recipient has H installed or not. This is related to https://github.com/hypothesis/h/issues/769

(i know that's not possible), so the alternative would be sth like: nbviewer.ipython.org 08:06 where one pastes a URL and the server renders the underlying document with annotations 08:07 my primary use case here is that i was reviewing a paper in a github repo with h.alpha 08:07 and my current instructions are install hypothesis.alpha, go to the URL and enable it. i would like to simplify this process by simply pointing to some URL 08:26 +dan - gotta go now - i'll check back in later.

as an example, here is how i do collections now (i.e. with tags - which is fine for the moment)

however, when i share this page with someone, they cannot dive into the document where i was annotating without having h.alpha installed.
