Sticky "show annotations" setting

Story

As a user, I can set "show annotations" once and have that setting persist across sessions, so that I don't need to repeatedly adjust the extension configuration to my preference.

Acceptance criteria

[ ] Given I'm logged in, I can set annotations to be shown, close and reopen my browser, and see annotations again without having to change the setting again.
[ ] Given I'm logged in, I can set annotations to be NOT shown, close and reopen my browser, and NOT see annotations without having to change the setting again.
